Tulisan’ nga sakop sab sa fraternity ang nadakpan

BANGGIITANG tulisan sa dakbayan sa Mandaue ug giingong sakop sa Tau Gamma nasikop kagahapon sa buntag human usab nanulis.
Nisuway pa siya sa pagsukol.
Ang suspek nga nasikop sa mga sakop sa Opao Police Station giila nga si Rudylyn Anislagon, alyas Terio, 25, ulitawo, taga sityo Pokang, Barangay Looc, giingong sakop sa Tau Gamma Fraternity.
Si Insp. Wilson Abot, hepe sa Station-5, nibutyag nga kagahapon sa kadlawon usa ka Joemar Budlas, taga dakbayan sa Lapu-Lapu, ni-report sa ilang buhatan nga siya gitulis sa tulo ka mga tawo.
Nakuha gikan kaniya ang usa ka PSP nga mokantidad og P14,000.
Gawas nga siya gitulis gidapatan pa gyod siya sa mga tulisan.
Sa dihang gipakita sa kapulisan ang hulagway sa mga badlungon sa ilang dapit, positibong giila sa biktima ang panagway ni Rudylyn hinungdan nga gipahigayon ang hot pursuit operation.
Si Rudylyn nasikop didto na sa ilang balay ug wa na makuha ang PSP, apan nakuhaan kinig usa ka .38 paltik revolver ug adunay tulo ka mga bala human nisuway unta sa pagsukol.
Matod ni Abot nga si Rudylyn ilado nang tulisan sa ilang jurisdiction. Gani na priso na kini kaniadto.
Samtang nalambigit usab siya sa mga tulis kaniadto sa ilang dapit sama sa mga taxi driver. Apan ang gikatahapan nihimakak sa pasangil.
Matod niya nga wa siya manulis samtang ang armas nga nakuha sa mga pulis di iyaha ug wala kini makuha sa iyang posesyon. Ang inahan sa suspek nga si Linda niingon nga di tulisan ang iyang anak kay buotan kini.





Akrho to avoid trouble, despite ‘trauma’

AN Alpha Kappa Rho (Akrho) fraternity official yesterday assured there will be no backlash in Cebu, after one of their members was mauled and accused of starting trouble when the Bar exams ended in Manila last Sunday.

Akrho’s Central Visayas chairman, Eric Agcaoili, said they won’t seek vengeance for Jed Carlo Lazaga, a law student of the University of San Jose-Recoletos (USJ-R).

Akrho and Tau Gamma Phi fraternity signed a peace covenant in Cebu in 2008.

Television reports from Manila since Monday have identified Lazaga as a possible suspect, but USJ-R officials said he was grabbed by a group, allegedly from Tau Gamma, then robbed and falsely accused of causing the explosion.

No complaint has been filed against him.

“We are sad that our student and school have been dragged into this without clear basis,” said USJ-R College of Law Dean Jonathan Capanas.

After the incident, Lazaga did not go to his classes, said Capanas, who described him as a consistent honor student.

“We don’t know exactly the impact of the incident on him. But I’m sure this is a traumatic experience for him. It’s not easy to be accused of throwing an explosive resulting to the injuries of many innocent people,” he said in a text message.

Capanas further said USJR has sent a legal team to Manila to look into the incident, and may press charges against those involved in mauling Lazaga once they are identified.

After meeting with Capanas, Police Regional Office (PRO) 7 Director Ager Ontog Jr. said his office is ready to give Lazaga security if he needs it.

Director Ontog told Atty. Capanas the PRO 7 is not involved in the investigation and that a special task force has been created in Manila to handle it.

In the meantime, Ontog said, there is no need to meet with fraternities in Cebu for a dialogue.

“There will be no hostility,” Agcaoili told Sun.Star Cebu by phone. “The one who will be involved in starting trouble will be fired from the group.”

Lazaga is an inactive member of Akrho, Agcaoli said. His name has not been in the fraternity’s master list since 2007.

Agcaoili said he finds it impossible for Lazaga to be behind the incident, which hurt over 30 persons.

“He is a law student. He would taint his future by doing that,” he said in Cebuano.

“He’s innocent. I pity him. I hope the real culprit will be arrested.”

Agcaoili said the fraternity is not yet issuing an official statement, pending the result of their internal investigation.

“Our inquiry will focus on whether our members were involved or not,” Akrho national chairman Army Maj. Jose del Rosario said, in a separate interview. “We do not tolerate this kind of act.”

In an ANC show, Marikina Rep. Miro Quimbo, a University of the Philippines Alpha Sigma fraternity member, said violence takes place among fraternities because of “deep competition.”

Meanwhile, League of Filipino Students chairman Terry Ridon, a UP Phi Sigma fraternity member, said there are rules within their organization that prosecute members found guilty of physical violence.

Quimbo said there was a failure on the part of the policemen in controlling the crowd last Sunday.

“Those involved in violent acts ought to be penalized,” Ridon said.

A suspect in the September 26 Bar examinations explosion denied his involvement in the crime after he was brought to the National Bureau of Investigation (NBI) for questioning on Wednesday.

According to Vice-President Jejomar Binay and Justice Secretary Leila de Lima, the suspect, Anthony Leal Nepomuceno, maintained his innocence.

Nepomuceno, a call center agent, graduated from the Manuel L. Quezon University. He belongs to the Alpha Phi Omega fraternity.

The suspect is accused of being the one who lobbed the grenade during the traditional Salubong, wherein well-wishers, law students, and relatives greet Bar examinees after taking the test.

More than 40 people were hurt in the incident, including San Sebastian College law student Raissa Laurel who lost her legs.

No detention

De Lima said the suspect will not be detained yet because no formal charges have been lodged against him.

Still, she said Nepomuceno's lawyers assured them that the suspect would cooperate in the investigation.

"Pwede siyang lumabas anytime. I leave it to the NBI kung ano ang next step (Nepomuceno can go anytime now. I leave it to the NBI to take the next steps)," said De Lima.

She added that while Nepomuceno claimed he is innocent, the National Bureau of Investigation (NBI) has strong evidence to implicate him as the grenade-thrower because of several eyewitness accounts.

"[The pieces of evidence] are strong enough because there are eyewitnesses and sworn statements," said De Lima.

She also said the suspect was brought to the NBI clandestinely so that he will not be "paraded before the media."

"He has a constitutional right of presumption of innocence," she added.

Same fraternity

Binay facilitated Nepomuceno's surrender because they belong to the same fraternity.

De Lima said Binay only learned that the suspect was an APO member on Tuesday.

"I called the Vice-President and he told me that he will try to ask his fraternity and see what he can do to help," De Lima said at a news briefing.

She claimed that she was surprised to learn from Binay this morning that their group would turn over Nepomuceno to authorities.

De Lima also said she will ask the NBI to determine whether members of the APO fraternity had coddled the suspect before he surrendered to Binay.





Fraternity war?

It remains unclear whether the grenade-throwing outside the De La Salle University campus in Manila after the Bar exams was caused by a fraternity war.

However, De Lima on Wednesday said a fraternity war is "one of the most possible motives, but with a little twist."

She added that the investigation will spare no sacred cows even if the suspect is part of a high-profile fraternity.

"Wala kaming sasantuhin. The investigation will go through the correct process. It doesn't matter to us who the members of this fraternity are," she said.

The justice chief also said the NBI is also monitoring two other possible suspects in the crime.

On October 23, De Lima said investigators already know who threw the grenade at the crowd who were part of the traditional "Salubong."

Police initially said they were looking into a fraternity war as the motive behind the blast.

P1.2 million reward

On October 3, the Fraternal Order of Utopia, an Ateneo School of Law fraternity, offered a P200,000 reward for information leading to the identification and arrest of the perpetrators of the explosion.

Utopia president Tony Bernardo said the reward "will help speed up the investigation." He added the money was contributed by Utopia members.

On October 4, a group of businessmen also offered a P1-million reward for information about the suspects in the explosion.

NBI Director Magtanggol Gatdula told reporters, "that a group of businessmen is offering a P1-million reward." Gatdula, however, declined to identify the group of businessmen.

Artist's sketch

On October 19, the NBI released the artist's sketch of one of the suspects in the September 26 Bar exam blast.

The details included in the sketch described the suspect as:
# a 20 to 25-year-old male;
# of medium build;
# 5'6'' to 5'7" in height, and
# weighs between 60 to 65 kilograms.

The details also provided clues that the suspect wore "long pants, maong; T-shirt, dark polo and low cut sneakers" when the incident occurred. — VVP/RSJ, GMANews.TV
